Pai rape of British tourist sparks bar closing time crackdown in Phuket

PHUKET: The Phuket police chief has confirmed that a nationwide order to enforce bar and entertainment venue closing times will be enforced in Phuket in the wake of a British tourist being raped in Pai province, in Northern Thailand.

The crackdown was ordered by Royal Thai Police Deputy Commissioner Pol Gen Wutthi Phuawade after he blamed the bar trading past legal closing time, and called on local officers to be held responsible for any entertainment venues trading late throughout the country.

“Police in each jurisdiction will strictly inspect whether any entertainment establishment opens later than the legal closing time. They must strictly adhere to the closing time,” he said.

“If any jurisdiction allows any establishment to disobey the closing time, the officers in charge will be punished for negligence,” he warned.

Phuket Provincial Police Commander Col Teeraphol Thipjaroen confirmed to The Phuket News that the crackdown will be rolled out in Phuket, but will be done so in co-ordination with “provincial policy”.

“I will certainly do what the national police deputy has ordered, and enforce the closing times even within the entertainment zones,” he said.

“But we must work with the Phuket Provincial Office (Governor’s Office). In Phuket, it is necessary for our work to be integrated; we must to work in co-ordination with others, but it must not conflict with orders from my superior officers.”

Weerawit Kuresombat, President of the Patong Entertainment Business Association, told The Phuket News today that he agreed with the Royal Thai Police efforts to improve tourists’ security.

However, he added, “I don’t think that will solve the rape problem completely. It’s not the entertainment industry’s fault that the crime happened.

“They can crackdown on entertainment businesses, and even those in the entertainment zones, but that would not prevent this kind of problem anyway.”

Under current law, most entertainment businesses are required to close at midnight, though others in entertainment zones, such as Bangla Road, are granted permission to stay open later, until 1am or 2am, depending on the business's entertainment license and where the business is located.

However, the Patong Entertainment Business Association in September petitioned the Ministry of Interior to extend the trading hours for businesses in the Patong entertainment zone to stay open until 4am. (See story here.)

The chances of a policeman being a friend or family member is pretty remote.

"Yes, it is difficult as police not want to arrest/charge thai. ( friends, family, etc)"

Nice and well spoken by high police authorities.

But their words about crack down, supervising official closing times of bars and disco's, etc, seems not to count for bars and disco's at Patak road in Chalong.
Those are open till 4-5 AM, open until the last client goes home, on motorbike , or by car.
All these venues just at 500 meters distance of Chalong Police station.
People living around in that area, and have sleepless nice because of the noise pollution are saying that all these law ignoring places are 'owned' by nominees, family members of Chalong Police station officers.
We don't know or that is true.
True is that this area is a free as you want opening time area for bars/disco's. Why is that?

Police jurisdiction Chalong not obey the orders of the Police commissioners, and years now nothing happen to enforce the law at Patak Road, Chalong.

So far 'working words' like 'ordering', etc., etc., But the reality shows it remain just to be words. No law enforcement.

It is the Chalong 'bar zone' were a while ago a chalong police officer at 4 AM in the morning shot death a working Bar terrace waitress. 
And were early morning hours, after he left a bar, a walking road crossing foreign tourist was driven to death by a drunk thai, who was driving/speeding home from late bar visit in Karon/kata area. ( also bars open after official closing times)

So they are going to enforce a law, how about the rest of the laws, isn't that what you are paid to do?
